The redevelopment of the Concord Naval Weapons Station, a former U.S. Navy base, is an incredible opportunity to reimagine our city. It has the potential to offer thousands of affordable homes for members of our community as well as a vibrant commercial district.

Unfortunately, the proposal in front of the City Council does not meet community needs, and it does not meet the Area Plan’s agreement to build 25% affordable housing. We oppose this term sheet.

It's critical that we get this right. Please write your City Councilmember an email and ask them to #PutConcordFirst and reject this term sheet and fight for more housing for our community!

Subject: Put Concord First: Do not approve the CNWS term sheet as written!

Message:

I am writing as a Concord resident to ask that you do not accept the term sheet for the Concord Naval Weapons Station put forward on January 7th until several key issues are addressed. The redevelopment of the Concord Naval Weapons Station is a huge opportunity for our community. It is critical that we get this right and approve a term sheet that provides the maximum amount of affordable housing. The issues with the current term sheet as identified by East Bay Housing Organizations include: 1. The current term sheet does not provide enough affordable housing. The developer has proposed building just 19% affordable housing, far short of the 25% affordability requirement approved in the Area Plan. 2. Junior Accessory Dwelling Units should not be considered affordable housing. The 25% affordable housing built in this project must be equivalent to the homes built with unregulated rents. In the current term sheet, Accessory Dwelling Units (also known as “granny flats”) are being used to fill the 25% affordable housing requirement. They should not count towards this total. 3. Housing at North Concord BART should be developed sooner rather than later. If the term sheet is adopted as written, the “Innovation District” would be developed first. This essentially would create dependence on cars for both workers and residents since this site is not near BART. The community is in dire need of affordable housing and transit options. As such, the “Transit Oriented Development” phase of the project, which includes housing at North Concord BART, should be built first. 4. In order to ensure a fair application process for affordable housing developers, the Affordable Housing Administrator should not be a developer on this project with rights to develop 75% of affordable homes, as the Term Sheet currently proposes. Having the same entity serve to both administer the affordable housing program and develop affordable units is a conflict of interest. We urge you to reject this term sheet until these critical issues are addressed.
